NSW Point to Point Transport Reforms
Barbara Wise
Commissioner
This was a complex politically sensitive issue
-
The Mobility as a Service (MaaS) industry market was disrupted by new entrants using technological innovation to better meet consumer expectations
-
An inflexible regulatory framework and regulatory administration, operations and legacy technology
-
Lack of capability in both the industry and existing regulatory services to respond with agility an innovation
I had to stand up a new regulator from scratch - staff, systems - and a new regulatory framework. All of this was taking place while key stakeholders were challenged by the new reality, and we needed to be able to bring them along. We were the first jurisdiction in Australia to develop and implement reform in this area - so we had no copybook to follow.
Before we started working together it felt like I had a great big elephant to eat - it was hard to know how to get all the different strands of the program going. I had no program management expertise, and a looming deadline. While we had talented people with subject matter expertise and very good intentions, we were missing the glue to bring it together.
Elizabeth had a great ability to integrate across multiple organisations and disciplines, providing clear vision, structure then pulling all the required capabilities together, moving everyone in one direction to delivery.
She had a logical pragmatic approach, good knowledge of multiple disciplines to pull together different specialists, all while keeping the big picture very clear, seeing all the connections that need to be made between people, systems, processes, strategy and operations to make an organisation.
Having Elizabeth put in the strong multidisciplinary program management up front was the foundation for our success.
Anyone working on a significant business transformation project, especially with a technology component, would benefit from working with Elizabeth.
She also has particular strengths in working in a complex regulatory environment.
